Nature of the plan
Federal state
System
Participatory democracy with an evolution towards direct democracy. That is to say, the people will appoint their deputies while governing next to them until the day when they take over to govern themselves without deputies, all alone, as their Berber ancestors did in the not-so-distant past. The Algeria of the future will trust its citizens.
Citizens’ rights
Algerians will be equal in duties and rights, regardless of their differences: gender, religion, skin color, sexual identity, etc. The legally resident alien shall enjoy the same rights. The source of inspiration is the Universal Declaration of Human Rights of 1948.
1. The Federal State shall establish special protection for children, the disabled, the destitute and the elderly. The woman will enjoy a special status: a very small violence against her, even if it is a slap on the part of her husband, except in a case of self-defense, again a response equal to the blow received and not disproportionate, is punished by one month in prison suspended with the costs of the trial and damages, without the victim filing a complaint, provided that the crime is reported or that an authority is aware of it, and in the event of a lack of evidence, the victim must admit to the assault. A repeat offence is punishable by prison with high penalties.
2. The Federal State is committed to offering citizens a job in dignity, a substantial salary and decent housing. He will also ensure that salaries are fair, in this case in the civil service, the highest salary, in this case that of the head of state, so the President, will not receive more than ten times the minimum wage. Any overtaking will be considered a case of corruption and will be punished severely.
Justice
1. The present system which favours the rich and powerful will be abolished and replaced by a court where judges and prosecutors will have the same role as that of the current system: to investigate and judge. But, instead of the Court of Appeal and the Court of Cassation, which favour the rich and powerful and ensure the impunity of magistrates, a court will be created to judge biased or lax magistrates if a victim feels aggrieved. If the verdict is upheld, the sentence shall be increased by at least twenty-five per cent; otherwise, the judge will pay for it. It is a people’s jury that will decide unanimously, one member per Federal Region. The judge will just pronounce the sentence and ensure that it is enforced. The federal government will provide the poor citizen with free legal protection.
2. The magistrates involved, in this case prosecutors and judges, will be elected by the citizens for terms of five years each, indefinitely. Only the voters will decide whether or not to grant them one or more mandates. The chiefs of the police and gendarmerie will also be elected with the same process. They will all be under the responsibility of the mayor. Only the army and the civil defence, a united body, will have their own regulations.
Fines
The system of fixed fines will be abolished and replaced by percentage fines. Indeed, with the fixed fine, the rich pay a dust while the employee is harmed. With the percentage fine, everyone will have something to enjoy. To avoid false tax returns, the fine will be calculated on the amount of the offender’s annual tax income.
To limit speeding, which is the cause of the large number of road accidents, the federal government will never buy a car whose speedometer exceeds the speed limit on the state’s roads, in this case 130 km/h. The car manufacturers will manufacture cars with limited meters especially for the FRA.
A driver who kills in a motor vehicle accident, by mechanical failure which must be established whether it was not caused by negligence, or by the consumption of alcohol or hallucinogenic substances, shall receive the same penalty as that of a murderer who violently assaults his victim without intending to kill him, a prison sentence equivalent to the crime.
The elections
The head of the federal state will be elected directly in the first round, by universal suffrage, for a five-year term, renewable once; He will be able to stand as a candidate after the term or two of his successor. These two mandates are sealed even if the people wish to increase or reduce them to one. Any offender must be dismissed and judged according to the law that will be debated at the time of the birth of the FRA.
An impeachment procedure, applicable to the second term, will be instituted if the President generates discontent in society and parliament through his decisions, provided that he gathers the equivalent of the votes with which he was elected + one vote.
All candidates must be healthy from any disabling disease (to be detailed at the appropriate time), raise at least one child, regardless of the couple’s sexual identity; He must have a clean criminal record and be of irreproachable morality. He must belong to a political party for at least five years. A political party can prevent its candidate from crossing certain limits, which will prevent the people from electing buffoons who can be manipulated at will without a basis to put them back on the path, which will lead the country to disaster, as was the case of Ukraine, a country totally destroyed when it was an agricultural and economic power, or better: today’s Algeria, a country in total drift. No candidacy outside the political party will be accepted.
Senior state officials
The head of the regional armies, the supreme chief of the police and the interior and the ambassador will also be elected by universal suffrage. The mandates are for a period of five years, but you can apply for life if you are not convicted by the courts.
Policy
Ethnic, cultural or sexual identity, symbols and religion are forbidden to make political, militant or other claims, all of which will be the responsibility of the federal state. Sectors that will not be taken care of or that have failed to be taken care of will be authorized, such as ecology and everything related to nature.
Political parties that fail to obtain 5% of the voters, twice in a row, will be dissolved, so that they do not live on the backs of their members and so that the donations that were supposed to finance them go to the useful.
Economy
The main sources of the federal state will be agriculture first and industry second, and it will do everything to develop them with the most effective means to ensure a strong economy, a decent life for the citizen and a minimum of stability for the country. Then he will develop and exploit tourism to the maximum, of which the territory has the most beautiful sites in the world. It is the Westerners who come to live there, and never again, at least rarely, will an Algerian citizen flee the country to live elsewhere. The third resource will be the capital of foreigners to which the federal state will appeal by benefiting them.
The state will teach true history, for example its Berber origin, its Berber present, the creation of Algeria by French colonialism in October 1839 by the Schneider decree, a North Africa invaded by the Arabs in the seventh century and conquered in the name of Islam with sword and blood by stealing from the people all their property, taking tens of thousands of slaves, women and girls, to fill the harems of the caliphs of Damascus, these perverts and sexual madmen.
Language of the federal state
French will be the language of school, science, work and administration, to put the country on a level playing field in modernity. If the people want English, so as not to destabilize society, we will hold a national conference to identify the disadvantages and advantages and the ins and outs, and then we will propose a referendum. Tamazight and Arabic will have the same status: either compulsory or optional. No one will impose their mother tongue.
Religion
The federal state will be secular or secular: it will forbid its officials to show any sign of their belief and will ensure freedom of worship and the protection of the believer, but it will allow unlimited criticism against all beliefs. Religion will henceforth be in the framework of intimacy.
To free the hearts of Algerians from all these decades of gratuitous suffering, the federal state will build a discotheque in each commune and admission will be free for one year. He also authorized brothels. The only paradise of which we have proof is the Earth; Let us make our country a true paradise. The rest is pure belief that arouses in the believer irrational fears that prevent him from simply living, that kill him while he is alive before he destroys his direct environment. A God Who Creates the universe will want His creatures to be independent, free, strong and alive, will not demand worship, will not demand anything from anyone, he will see a failure, those who beg, pray to Him and whine Him all day long.
Please note
In the singular case of Kabylia, if the MAK succeeds in winning it first, the FRA are an extension of the same system, because all the other regions will be independent, will be Kabylia. It will be welcome if it wants to integrate the federal state to form a powerful, modern, great Algeria, which looks ahead and only looks back to see how far it has come and take a break to better jump. If not, it is his choice. The FRA and Kabylia will play the role of mirrors for each other. If one slides towards dictatorship or injustice, the other is there to serve as a mirror to prevent a dangerous revolt by his people.
Conclusion
This preamble is a draft of the Constitution that will be a constituent assembly, so it will be proposed to the people and their provisional representatives for improvement and amendment. The FRA considers Algerians without distinction, its dear citizens, mature adults who will learn to manage themselves, as were their Berber ancestors; it is enough that they are taught and supervised.
Long live the federal regions of Algeria ! Long live the Algerian people!
